Message to Kemah Residents

Ladies and Gentlemen:

As most of you know, I have been very critical of the WCID No. 12 Board for many of their policies and practices, and especially for breaking their promise to the residents of Kemah Oaks and South Kemah to annex them.  Since John Scott and his cohorts cannot defend their own record, they have responded with a smear campaign against me.  Since I have begun speaking out about WCID No. 12, John Scott has:

         Distributed no less the six anonymous mailers making ludicrous,
unsubstantiated allegations.

*    Filed a grievance against me with the State Bar of Texas.

*    Wrote a letter to the Governor asking for troops to protect him.
(For those of you new to this list, I know you think I am kidding, but it is true.)

*     Filed two stalking complaints against me for jogging on his street.

    Filed a complaint with the Galveston District Attorney alleging
various financial improprieties at the City of Kemah.

The State Bar summarily dismissed Mr. Scott's grievance.  The Governor's
Office laughed at his request for troops.  The Clear Lake Shores PD found
his stalking complaints to have no merit

On Friday, the Galveston County District Attorney, Kurk Sistrunk issued a
letter finding all of John Scott's allegations to have no basis.  The text
of the letter is as follows:

"I have reviewed the documents and information previously provided to our
Office as it relates to the City of Kemah providing funding to The Redfish
Cup Tournament, Kemah.net and Keels and Wheels.   After receipt and
review of the minutes of the Kemah City Council Meeting of October 23,
2003, it is clear that the monies authorized to be spent to support these
entities and functions were all legal expenditures voted on and approved by a
vote of the City Council.  Likewise, upon a review of the remaining materials
provided to this office and after speaking with Kemah City administrator Bill
Kerber and the [Clear Lake Shores] Police Chief Paul Shelley, we find no
criminal activity associated with any of the information brought forward.  As
such, no further investigation is warranted and this investigation is closed.

I want to put Mr. Scott and the other directors of WCID No. 12 on notice.  I
don't care if you send out another 100 of your cowardly, anonymous mailings.
I don't care if you file a 100 more frivolous complaints.  I will not stop
complaining about WCID No. 12 having one of the highest tax rates in the
area.  I will not stop  complaining about that the fees and expenses you are being
paid by WCID No. 12 are obscene.  I will not stop complaining that Bernie
McIntyre was paid $10,000 in fees illegal and that you have done nothing to
force him to pay back the money.  I will not stop complaining that our fire
station is months overdue and hundreds of thousands of dollars over budget.
But most of all, I will not stop advocating that the teachers, fireman, law
enforcement officers, nurses, NASA employees and the other residents of
Kemah Oaks and South Kemah should not be subject to taxation without
representation.
